I changed the way the configuration parameters are stored.  They are no longer stored in a PHP file in the filesystem, since that was causing permission problems for several users.  They are now stored in the database.

NOTE that upgrading to this version requires that you upgrade to the latest mod_eweather, mod_eweather_forecast, and raf_weather modules, since the older versions of those modules are not compatible with this new configuration parameter scheme.
